Development and execution of pilot-scale waste-to-low-carbon fuel projects. The solicitation's objective is to identify the most viable pathways for converting in-state waste streams—such as landfill gas, wastewater sludge, agricultural residues, and point-source CO-into clean fuels that can decarbonize hard-to-electrify sectors including aviation, maritime, industry, and power generation. The outcome from these projects should demonstrate the technical and economic feasibility of waste-based fuel production and support future investment and scale-up of low-carbon fuels across the state.
