Provide federal grant evaluation consulting services.

Metro

Support the maintenance and annual calculation of Metro's federally negotiated Indirect Cost Rate (ICR) by reviewing the current rate, ensuring compliance with 2 CFR Part 200 and FTA Circular 5010.1F, and recommending potential improvements to the methodology, tools, or processes used, including to licensed software or Excel-based models. Provide on-call consulting services to ensure Metro’s ICR practices remain aligned with the most current federal regulations, including the OMB Guidance for Federal Financial Assistance (2 CFR Part 200), and to support Metro's response to organizational changes or updates to relevant federal requirements. Implement user-friendly rate modeling software and/or tools that can be maintained and updated by Metro financial staff annually. Develop and deliver comprehensive written training materials, including job aids and documentation, that support the implementation, use, and sustainability of the selected tools and ensure readiness for the calculation of Metro's FY 2027-28 ICR.

Jurupa Community Services District

Provide federal advocacy services. The advocacy work will include providing legislative strategy, building relationships with elected and federal leaders, offering policy analysis, executing stakeholder outreach, and securing federal funding.
