Provide solar and/or battery feasibility studies and technical assistance to WA communities Jan-Dec 2026. $500K available. Feasibility studies may include solar-only, battery storage-only, or solar and battery storage projects. Commerce will not know the number of studies of each type until TA recipients are selected in December. Proposers may specialize in one study type, and Commerce will select at least one vendor for each type.
Clean Energy Feasibility TA RFP

Perform clean energy feasibility studies and provide technical assistance to communities. Provide solar and battery storage feasibility studies to communities selected by Commerce at no cost to those communities. Perform analysis and provide a standardized report to technical assistance recipients and Commerce, including recommending appropriate sizing and representative equipment, conducting preliminary design, estimating energy savings and emission reductions, and providing cost estimates. These reports will allow Commerce to recommend feasible and cost-effective projects for future funding with no additional application process for the community.
Connecticut Green Bank
Clean energy-related services to assist in its role as both administrator of the c-pace program and a capital provider. Respondents may propose to provide services for one or multiple services requested. Provide some or all the following clean energy-related services for C-PACE: Clean energy contractor recruitment and training to expand the C-PACE Qualified Contractor base; Technical review of clean energy projects to ensure consistency with program Technical Standards and performance requirements (e.g. Savings to Investment Ratio (“SIR”) >1.0 or whole-building energy performance modeling); Technical and sales support of clean energy projects for C-PACE stakeholders; Perform energy assessments and produce reports for commercial and multifamily buildings; Technical support for clean energy projects to the Green Bank for administration of C- PACE; C-PACE clean energy project commissioning oversight.
