This Strategic Plan guides the Central Susquehanna Intermediate Unit (CSIU) from 2024 to 2027, building upon a solid framework of previous plans to address current and future client needs. Developed through extensive input from the board, staff, and external clients, it defines strategic priorities and incorporates the Pennsylvania Department of Education's (PDE) required Future Ready Comprehensive Plan. The plan reaffirms CSIU's core values and mission, "Enriching learning...Enriching lives," while introducing new goals and strategies to enhance programs and services, ensuring both lasting relevance and operational flexibility.

The board meeting covered several key administrative, financial, and programmatic actions. This included board reorganization, appointment of a PSBA voting delegate, and appointment of a representative to the Susquehanna Education Foundation. The board approved financial reports, revisions to the 2023-24 and 2024-25 programs and services budgets, and a transfer of funds to the capital reserve. Additional approvals covered banking authorizations, depository institutions, workers' compensation insurance, a PEPPM marketplace bid award, and an amendment to the State Joint Purchasing Agreement. The board also addressed personnel matters, including new staff appointments, position transfers, salary adjustments, resignations, and retirements. Furthermore, the meeting involved the approval of a vehicle purchase, various lease agreements for adult education and early childhood programs, and a resolution for the acquisition of Watsontown Elementary School. Program-specific approvals were granted for Head Start reports, early intervention service assurances, IDEA-B funds, curriculum purchases, and nursing service contracts.

The board meeting included recognition of outgoing directors, a work study session regarding Head Start federal monitoring, and the review of fiscal matters including financial reports and various contract and lease approvals. Personnel actions were taken regarding staff elections, title changes, and resignations. Additionally, the board approved several committee reports concerning technology and marketplace bids, reviewed Head Start program reports, and finalized administrative and governance items such as the comprehensive plan and a new mail ballot process for upcoming board elections. The board also approved the purchase of paperless meeting software and announced a change to future meeting start times.

The board discussed and took action on several administrative and governance matters. This included electing a new Board Vice President, approving a mail ballot process for 2023 director elections and the 2023-24 General Operating Budget, and reviewing monthly financial statements for October 2022. The board also approved various personnel recommendations, including new hires, transfers, and salary adjustments. Additional business included the adoption of revised board policies, approval of Head Start/Early Head Start reports, and the purchase of SMART Boards for St. Columba School. The meeting also included a spotlight presentation on the Yes to the Future program and provided information on upcoming staff travel and administrative reports.

Additional business included approving a holiday schedule, appointing a HIPAA security official, finalizing a contract for high school equivalency testing, and authorizing changes in the Head Start program budget. The board also rescinded various old policies and accepted a new set of board procedures.
