This Community Violence Prevention Plan for the City of Lynn provides a comprehensive roadmap to address community violence. It integrates collective impact and public health strategies, guided by principles of racial equity, collective impact, a strengths-based approach, data, and sustainability. The plan focuses on seven key priority areas: strengthening collective impact infrastructure, prioritizing those most impacted by violence, promoting positive youth development, integrating law enforcement and alternative responses, addressing root causes and structural inequities, advancing policy and leveraging funding, and leveraging data, evaluation, and learning. The Lynn City Council meeting, prepared by the Board of Assessors, addressed the determination of the residential factor for setting the FY2026 tax rate. The assessors reviewed market data and made adjustments to property values in accordance with the Department of Revenue's standards. The total taxable assessed value for FY2026 is $15,627,098,562. The meeting served to review information from the Board of Assessors and gather public input before deciding on the tax classification for the City of Lynn. The council will set the tax burden share for each property class in FY2026, and the Board of Assessors will send them to the Department of Revenue for approval of the tax rates.

Vision Lynn is the City of Lynn's comprehensive plan, developed through extensive community input, to guide the city's future growth and development over a 20-year period. The plan focuses on creating a safe and comfortable city with access to affordable housing, improved economy, education, and transportation, while fostering diverse and connected communities. Key strategic areas include inclusive growth, creating quality jobs, and managing housing costs. The plan identifies specific 'improvement districts' and 'transformation zones' for targeted development, with short-term priorities encompassing affordable housing construction, coastal resilience investments, workforce development, school building improvements, and updating the zoning code.

The 2020 Lynn Municipal Harbor Plan Amendment focuses on revitalizing and diversifying the Lynn waterfront, centered around a signature public waterfront park. It aims to provide clear Chapter 91 licensing guidance, implement the goals of the 2010 Lynn MHP, the 2019 Waterfront Open Space MP, and the 2019 Revised Waterfront MP, and renew the 2010 Lynn MHP for an additional ten years. The plan emphasizes public access, open space, and mixed-use development while adhering to state tidelands policy objectives and promoting climate resiliency.

The Hazard Mitigation Plan focuses on upgrading drainage systems, installing wave attenuators, and mitigating low elevation and tidal backup in the Lower Western Interceptor. It also includes installing an Ipswich River pumps station levee, digitally mapping the city's drainage system, acquiring vacant flood-prone lands, and participating in the FEMA Community Rating System (CRS) program. These measures aim to reduce flood risks and improve community resilience.
